Early Life
Born Stephen Osagiede Oronsaye on November 16, 1950 in Lagos. His parents are originally from Uhunmwonde and Oredo Local Council Areas in Edo State. He trained with the firm of Peat Marwick Cassleton Elliot and qualified as a Chartered accountant in 1978.
Career
Oronsaye joined the Federal Ministry of Finance as a Director, Special Duties, in December 1995. He was responsible for the merger of Administrative and Accounting functions of the offices of the State House, Personnel records, and access controls of the offices.
He was appointed Principal Secretary to President Olusegun Obasanjo in 1999, which was a position equivalent to Federal Permanent Secretary. He was head of the committee on the review of the Civil Service Rules and Financial Regulations. He became Permanent Secretary of the Federal Ministry of Finance on August 20, 2008.
Oronsaye was appointed Head of the Nigerian Civil Service in June 2009. He established a new tenure policy limiting terms of permanent secretaries and directors to eight years, alongside Ahmed Al-Gazali.
However, the Oronsaye report has been given a second thought in its implementation during Tinubu admistration. The government revealed that the implementation of the policy involves the merging, and scraping of agencies with similar functions. Recalled that the report was submitted in 2012 to the Goodluck Jonathan admistration. The Jonathan government released a white paper on the project in 2014. The Buhari administration after re-examining the white paper also released a second white paper in August 2022, but did not implement the report.
