Luis Rubiales is a Spanish football official and former professional footballer who became known as the president of the Royal Spanish Football Federation (RFEF) and one of UEFA’s vice president. He also played as a defender with 53 La Liga appearances over three season.

Born Luis Manuel Rubiales Bejar on August 23, 1977 in Las Palmas, Spain. He grew up in Motril in the province of Canada. His father Luis Manuel Rubiales Lopez was a primary school teacher and his mother Angeles Bejar, a hairdresser.
He went to CEU Cardinal Herrera University and Camilo Jose Cela University.
Rubiales who was a professional footballer played for the likes of Xerez CD, Levante UD, RCD Mallorca B and Alicante CF. He also agreed a one-year deal at Scottish Premier League side Hamilton Academical on August 4, 2009. He later left the club after three league appearances and returned to Spain.
He was elected president of the Association of Spanish Footballers (AFE) in March 2010. He quit his post in November in November 2017 with the intention of running for the office at the Royal Spanish Football Federation, being elected its president in May 2018. He dismissed Spain men’s head coach Julen Lopetegui on the eve of the 2018 FIFA World Cup, in one of his first actions as president.
Rubiales kissed Spain’s midfielder Jennifer Hermoso on the lips during the medal presentation after Spain won the Women’s World Cup in August 2023. However, Hermoso made it known during her Instagram live stream that she did not like the kiss.
He was earlier seen grabbing his scrotch while standing in the authorities’ box near Queen Letizia and her 16-year old daughter Infanta Sofia. He subsequently faced widespread criticisms for his celebrations. He was called to resign by the Spanish prime minister Pedro Sanchez. Rubiales apologized for his conduct, stating that his celebrations were “in a moment of euphoria”.
The Spanish government filed a complaint in the Sports Administrative court for “serious misconduct” on August 25, 2023 with the aim of obtaining authorization to suspend him his duties. Also, 81 players, including all 23 from the championship winning squad released a joint statement pledging to boycott the national team until there were changes to RFEF leadership.
The FIFA Disciplinary Committee provisionally suspended Rubiales for a period of 90 days on August 26, 2023.
